i belive 100 posts in any time frame, but be no later than the 500th person to do all 3 of the requirements

Well it goes beyond that.

When 711 starts marketing this site and driving traffic to it, if the new people see a forum that is active, they will click around and if they see something they want to reply to, then they will register. On the other hand, if they see a forum that is not active they will just leave.

From what I see, its a very good strategy
