Edit : I started out with HTML and am halfway done with it, will finish learning it soon and move to XHTML and CSS.
css is a nice feature, if I remember correctly it allows you to make changes in the html head code or sumtin like that...and it changes everything on your site i.e. say all your headlines have the font size of I dunno 2...and you want to change it to 3...then u just have to do it at one place...pretty neat...can be kinda sucky to change every single headline or whatever lol same with colors etc etc...just do it at one place and ur done, and css is especially useful when doin nice templates...

...which brings me to my suggestion, there are lots of free templates out there for grabs, pick one and play around with it! ...or just build one from scratch!

...besides more and more sites are built by flash nowadays, but everyone has their opinion about what they prefer I suppose...

The best way to learn how to build a website it to build a website.

So the first question you have to ask is, 'what is the purpose of my website.'

If you want to sell things then start working on an e-commerce site. Find something basic for you to sell - maybe bumper stickers - and then work towards that end. If you don't sell any items its ok because you're doing this as a learning process.

That being said, there are lots of website companies that provide you will basic templates for blogs, ecommerce, forums, etc. You could start with one of those and work on modding.
