If you are to use a program on a bootable disk that wipes the harddisk currently installed, like DBAN, I think you could do it like this:
- backup all data you want to save to an external source like dvd, external disk or usb drive.
- collect all the drivers you'll need for your system and burn them on a cd
- remove old harddisk
- install new harddisk
- install the OS on new harddisk using OS install cd/dvd
- use the cd you burned to install all other devices not yet installed
- test your new installation, if it works well it's time to erase your old hdd.
- remove the freshly installed hdd again and replace it with the old.
- run the DBAN bootdisk and wipe your old hdd
- reseat your newest hdd again.
