Emulation Discussion Against The Rules?

I did a quick read of the forum rules and didn't see anything about emulation mentioned.
I was thinking about writing up some reviews for old games I play, because I know they are available on wii virtual consul, xbox live etc.
Some of them I play via emulation because I don't own the orginal systems anymore or for other reasons.
Anyways I thought to ask so I don't cause a problem.

I can see that issues may arise if it is a console you've never owned, particularly on the newer consoles. But if you've owned it before, and on the really old things, i.e PS1/Nintendo/etc. then I wouldn't have a problem with it.
For example, I recently acquired a PS1 emulator, after using my old PS1 for the first time in quite a few years, and the spindle became damaged.
I think the actual legality of it, is that the software is legal, but the BIOS itself isn't, unless you are in possession of the console and have personally copied the BIOS yourself. Downloading it off a site is obtaining a copy that isn't yours.
Not 100% certain on this though

As long as the activity is legal (in the United States), it can be discussed here on GamersHQ.

This rule has workarounds since all you gotta say if that you owned the original copy to make it ok in general. Alittle offtopic now though from me is that the European Union has set aside 50million euro to make a emulator that plays pretty much every console besides the next gen ones to "preserve cultural heritage". That is pretty exciting

That superemulator sounds pretty exciting, though why is it the EU are developing such a thing, rather than a games company? Will it be available to the general public eventually? Do you have any links to any articles I can read on it, or i'll just do some searching after I get home later.

I still remember the joy of first getting M.A.M.E. to work in its first year of development (1997)
I'll leave it at that because I was playing emulated games.
If I cant discuss it here, it can always be discussed at the MAME forums.

I think its more like EU put aside 50mill euro in scholarships or funding for such a thing to be made. Someone should pick up the project though. Thats alot of dough to be made and most games dont make that much.
The motivation as I understood it is that alot of old games should be part of a cultural heritage
