Software is considered to have pretty high fixed costs and very low marginal costs. This means making the first copy is where almost all the expense is. Especially now with digital distribution as an option, the margin cost is almost zero. If you are talking single player games, if you cut out the need for testing, and supporting comptuers in the wild (write and test it for a specific configuration), you should be able to get the coding done for a couple of man years costs , so 200-300k, now you still need the assets created, artwork ,music etc... don't know the costs of those and we are definatly just bsing without a true idea of the game.
